I'll reluctantly go with Atlanta. All the climates with better temperature profiles have crappy precipitation and winter sunshine.

Malta for the best temperatures of the Mediterranean options. Atlanta has better temps but obviously the summers are still too wet.

Stockholm has the best climate. Decent summers, and proper winters with the potential for some heavy snow judging by the low sun hours. If it's an EV parade, that would be even better.

Plenty of good options here, but I'll pick Tel Aviv for the combo of wet but sunny winters and reliably warm summer nights (seemingly with much more humidity than you might expect of a Med climate).

For the full year, Stockholm. For just the weather during the one event, Tel Aviv since it will be warm and dry almost guaranteed. Good weather to bring out half-naked, or full naked hotties. If it's only 15 and raining they will cover up too much.
Edit: Changed my vote to Tel Aviv. Malta gets some rainfall in September.
