Which city do you think has a better climate: Grand Forks: Harbin: I'm going with grand forks for more snow.

You should of used the 1981-2010 climate table for Grand Forks to make it a better comparison.
Harbin gets the slight edge over Grand Forks, given that it is more stable, warmer summers (see lows), and sunnier.

Grands Forks because the annual highest minimum usually peaks around 21ยฐC while Harbin probably sees slightly warmer nights more often.

Harbin has a better spring warmup, but its summers are likely too humid to be comfortable (worse than Mpls in that regard), and its winter is less snowy and prone to mild spells than Grand Forks (although less prone to severe cold waves as well), and late autumn is quicker to crash there, so picking the latter place. Both are too dry but Grand Forks has more precip outside of summer, essentially downgraded versions of here.
Harbin seems like a much more interesting city though.
