Buenos Aires, due to much more sensible minima in summer. Osaka's mins are far too high.

BA for being sunnier and for the warmer winters. Osaka is horribly humid climate. BA is almost as bad, but it's still tolerable.

Although Osaka's summers are downright orgasmic, I'm gonna give Buenos Aires the (very narrow) win here for the superior winters with less chance of snow.
