West Virginia.
South Dakota has much better individual climates but the average is subpar.

Boke. The warmest climate is always winning.
West Virginia for me, splendid climate. Pennsylvania is very nice too.

Dunno. They are all either too warm in summer or too cool in winter. Guess I'll settle for Connecticut.
