First of all, I reject Myanmar as the name of the country. Its rightful name in English is Burma. They can call it whatever they want but goddamn, in English it is Burma/Burmese. With that out of the way, let's get down to this fascinating climate battle! They are very similar but with some differences that may not appear at first glance. Bamako is at 12N while Mandalay is at 21N. Geography is very different as well. Bamako is situated in a relatively flat area with no mountains nearby. Mandalay itself is flat but is located in a valley that runs north/south, which definitely contributes to its heat potential and relative dryness compared with coastal Burma or Bangladesh. See en.wikipedia.org/wiki/Chittagong#Climate for example. I'll have to give the edge to Mandalay as it is slightly cooler overall despite having higher record highs and less rainfall.

Having the coolest average highs in mid summer at 12N is impressive.
Iโll pick Bamako for more rain.

Dislike semi-aridity, but Bamako has no relief from the heat + humidity (summer is milder, but also extremely humid) while Mandalay cools off in Dec and Jan, so it's my choice.

Mandalay. Cooler overall and wetter during the warmest time of the year.

Mandalay cools off some in the dry season ( as these sorta climates should ) so gets the tick....mind you both are ok .

Having the coolest average highs in mid summer at 12N is impressive. Iโll pick Bamako for more rain. Solar zenith is in April and August there, so not that impressive imho when the annual range of solar elevation is quite small.
I pick Mandalay btw, for more pleasant winters and a longer wet season. Both suck of course.

Bamako. I prefer Mandalay's somewhat more even rainfall pattern, but Bamako appears to get a lot more storms and is wetter overall.

Bamako. I prefer Mandalay's somewhat more even rainfall pattern, but Bamako appears to get a lot more storms and is wetter overall. Despite its relative dryness, Mandalay still looks just as green as Bamako, if not moreso (from what I have seen). Probably thanks to its longer wet season.

Mandalay for being more comfortable, ie shorter season of extreme heat. Also less rain.
