I'll go with Pristina for having slightly cooler summer lows and a little more precipitation compared to Sevastopol and Stepanakert. Shoutout to Sukhumi's rainfall.

Stepanakert/Karabakh for the probably high thunderstorm count and good temp pattern

Can we dispute the status of disputed territories ? I like the long warm and wet season in Taipei, then a nice cooler season with enough rain to keep the countryside lush and green.

Laayoune for being the most pleasant overall and sunny all throughout the year.

Hargeisa is pretty hard to pass up here. Warm days year-round but nights are refreshingly cool. Dry and sunny, but the dry season doesn't drag on forever. Still a bit dry and I don't know if it gets a lot of storms, but it's still a solid A- and my fave of these.
Taipei looks good, but I can't deal with those sunshine hours.

Taipei
I think I could handle the humidity. Has the best temperature profile, and I don't think 93 inches of rain would feel like that much considering fewer than half of days are rain days there. Nicosia would be excellent as well if it weren't hyper-arid outside of winter.

Taiwan is not disputed. It's a separate country.
Tiraspol
Edit: Add Belfast

Went with Jerusalem just because it's a bit wetter than Nicosia.

Jerusalem for the best temps, even though I am not the biggest fan of the arid summers. Honourable mentions to Hargeisa and Laayoune
