Hakkari lies at 1,720 m (5,640 ft) on the upwind slopes of the Zagros in southeastern Turkey on the latitude of 37°34′35″N. Urmia lies at 1,332 m (4,370 ft) on the leeward side of the Zagros in northwestern Iran at latitude 37°32′55″N. Both are somewhat similar but Urmia is far drier. They're both situated in the region of my native ancestral land. Which do you prefer?

Hakkari is better, warmer summers and wetter.

Hakkari marginally. More rainfall, slightly better summers.

Yes it has colder winters, but it also has warmer summer lows and more precipitation year-round - and interestingly more sunshine hours too.

Hakkâri as its precipitation pattern is amazing, just could use to be much warmer in winter/spring.

Hakkari with a significant margin. Better winters, vastly better precipitation amount and nicer autumns. Urmia has better highs in April and May (that are surprisingly low in Hakkari), but the summer and early-mid autumn are warm enough to offset this.

Hakkari for colder and wetter winters. Summers are actually quite good, especially for where it is in the world. It could easily be much hotter.

Hakkâri is better for the higher rainfall. Colder winters are a bonus.

Hakkâri takes my vote, as it steamroles Urmia in this climate battle. More precipitation, and somehow more sunshine (despite being windward) makes it take the cake. I would prefer Urmia's temperatures.
