I think Lleida edges out here, solely for the temps. Those ranges fall in roughly with my dream climate so it's hard to pass up. Winters in Monchique are too warm, however its rainfall is far superior so it was very close.
Lleida temperatures with Monchique's rainfall would be incredible A+ material.

Monchique. Both have similar summers but Monchique has much milder winters. Lleida is much drier but still has quite gloomy winters (3-4 sunshine hrs per day). If it had sunny winters it would be a much harder choice.

I like that shoulder seasons are quite wet in Monchique for being that dry in July. Few mediterranean climates have such a sharp and short rainfall drop in summer.

Monchique wins the vote for me, as its winters are a lot milder, and precipitation is much greater, allowing more diversity than just shrubs and grasses. In addition, it is less hot in the summer due to its oceanic position, and the summers are not oppressively humid.
