The worst are November and December here. They can be good but chances are too high that it's insanely depressing here.
Best winter months are always Feb/Mar here.

February. Always February. Worst month because it stays light out for so long and tricks you into thinking it's nicer out than it actually is. Add in March and April if it's one of those years that takes forever to warm up.
Any time of year can be depressing if the weather just keeps doing the same thing over and over again for too long. 20 sunny days in a row = depressing. 20 overcast days in a row = depressing. 20 days in a row of the same temperatures = tiresome and uninteresting, even if it is generally comfortable (the biggest problem with MN and WI in the summer).

In general, my personal mood does not depend very much on the weather. But to answer the question, January is probably. Christmas, which is always an important event for me, is over and spring is still far away. I'm not googling right now, but I remember off the top of my head that some British researchers once published a study somewhere that proved that January 14 is the most depressing day of the year. Or maybe it was it January 13. Somewhere there. One can agree with that.
