In Seoul I think January and early Feb make me the most depressed. In Bunghole it was the February-Arpil period

I wouldn't say weather ever gets me "depressed" that would be a bit extreme. I suppose the most irritating weather is weather that interferes with plans and "rains on my parade". So cloudy weather if I go to the beach, rainy/windy weather than cancels an event, etc. Although heavy snow on a school day was always welcome.
I don't think there's any kind of weather that's always bad, all of the time. Like I hate being out when it's windy and raining sideways, but I love watching it through a window when I'm indoors. Even the perfect sunny day can be a bit of a downer in some circumstances. If I don't feel like doing anything on a certain day, that kind of weather creates a pressure to go out there and do something, and I feel guilty if I don't. Especially given that days like that can't be taken for granted in this climate.

330 days above 30c and 40 nights below 20c there is no such thing as a depressing time of the year. 1700mm of rain in 7 months and less than 100mm in the other 5 months gives us all a spell from heat and humidity. And even in the shitty 'build up' months Oct-Dec, we get spectacular thunderstorms, so no depression at all.

Weather doesn't make me depressed particularly, bored, more likely. Constant light rain gets very boring and frustrating but it's actually quite rare, most rain here is fairly brief. The time of year that's most likely is in winter though. I dislike November the most, it is getting darker, winter is ahead, and is a dull, wet month compared to others.

Fuckuary is worst for me. It's already been winter for what feels like decades on end, by this point the days are longer teasing you and making you think it's warmer out, but then when you go out to the living room and see your weather station says "-15 F", there's no way in hell you're going outside in that. March and April as well if it takes forever to warm up, or a cold June if it's filled with 60s-70s highs and stratocrapulus.

January and February obviously because those are the two coldest and snowiest months here. December isnโt depressing, because itโs usually decently mild, and I visit my family in south FL during the holidays. March can either be really depressing or really exciting. Cold and snow in meteorological spring is the worst weather possible, but mild Marches are some of the happiest months.

March and October. March because the Central Europeanoids already have handsome printemps atmosphere while Turku has 30 cm of snow on the ground and ice days are possible. October because the Central Europeanoids still have handsome automne atmosphere with 20C, while Turku has 8C and bugger me sideways cold rain.

When thereโs long dry, sunny and stable periods, ie when itโs too boring and makes following the weather uninteresting.
Usually April and May are some of the most interesting months so I donโt want to put them down. Iโll say July and august.

Long periods of sunny weather in the winter are rather depressing. Sitting inside on a hot summer weekend can also suck at times.

Only two things really get me depressed: fog/low stratus that lasts longer than one day and thunderstorms that miss me. I pick December and June as the two months when these events most likely occur.

What's with the highly descriptive language of this loaded question when you can just frame it to be like "What month(s) has bad weather?" Also a more simple question, but alas.
September and October for both VA and SC just don't feel seasonal to me anymore, since it's basically what I call "dark summer" aka less daylight but still warm. I would also say February, but mainly for VA, it's just kinda lame and chilly but it is February after all.

In Sydney, no month makes me depressed, but June is the closest, as it is rather cool with the least sun. However, its nothing compared to the climate of Melbourne and Hobart further south.

Either February or March, but I'll give the edge to March because rainfall peaks at this month, and as well as floods. Also, by percentage-wise, it is the least sunniest month (June has the least sunshine hours naturally, but that's because of the shorter days, so I wouldn't count that).

January is the worst month of the year.
November has the autumn foliage, December has Christmas, February is usually when the first flowers and blossoms appear. January has nothing (maybe a winter flowering cherry).
