Monaco wins the competition for me: even though its winters are too cool, and its summers are a little too warm and dry in my opinion, it is preferable over the cold, wet winters of Atlantic City; the very hot and dry summers of Paradise; and the hot, wet and oppressively humid summers of Macau.

Macau
Vegas has epic heat in summer, combined with low dew points without sacrificing nighttime warmth. It's also a very arid climate, with less than even Phoenix's average annual precipitation. Macau has warmer winters, still warm summers, and certainly a buttload of interest in the form of showers/storms in that summer wet season.

Atlantic City easily. Moderately chilly winters, plenty of rain and a chance for snow.
I like Macau's summer precipitation but it's still not nearly as good as AC as a whole.

Also, Atlantic City has a downtown weather station which would be much more representative of where the casinos are. The airport is located inland while the casinos and this weather station are located on a barrier island. The annual means are almost identical, but there's obviously more seasonal lag, warmer lows, cooler highs, less seasonality, and less spring/summer storms.

This is a tougher choice for me than I thought...
I have been to both Vegas and Macau...
I love the dryness and sunshine of Vegas but winters are a little too chilly for my tastes. I seem to recall a few years ago that it actually snowed in Vegas and the daytime high got down to something like 4C one day during a cold snap (luckily I wasn't there at the time)
Macau on the other hand is quite gloomy and summers are ridiculously wet but winters are pleasant.
Because I place more weight on winter temps versus the other factors, I will give this to Macau but just by a hair...

Monaco easily. Could do with a bit more rain in the summer, but otherwise a great climate. Not really a fan of the other three options.

I'm surprised that Atlantic City is in the lead. Most people I know are fans of fair weather, but I take it that people on an obscure weather forum aren't "most people"?
