I think the NWS defines a "clear day" as a day that has mean cloud cover below 30%You mean above? I'm sure he was talking about NWS "clear day" definition, so below 30% cloud cover sounds right

No heโs right. Below 30% as in only 25% of the sky is covered

No, that would be a partly to mostly cloudy day would have cloud cover between 30 and 70%, a cloudy day would have cloud cover above 70%, and a CLEAR day would have cloud cover BELOW 30% (meaning over 70% of the sky is clear)

NIWA doesnt collect such data, but I would definitely say Auckland gets more overcast days, as would pretty much all of NZ. Maybe excluding the area aound Blenheim.

Here in Perth it's around 140 days Being clear however i feel it's alot more given that we get 3200 sunshine hours per year on average. Obviously this number is excluding the days where there is even just 1 or 2 tiny clouds in the sky. Actual overcast days are very rare outside of winter

No data in Ulladulla; but for Jervis Bay (nearest); there are 96.8 clear days and 133.9 cloudy days. Not surprised that our summers skewed the results in favour of cloud

More clear days easily. Overcast days are rare to the point, that when they happen here, it feels like a glitch in the matrix. And when they do happen it almost never lasts more than 2 days. Not like Melbourne, where overcast was as common as grains of sand on the beach.
The closest sunshine data to here is from Mildura, @ 3134 hours, and that sunshine recorder has been closed for years.

There are more clear days than cloudy days here in Atlanta. Possible sunshine is at 62%, you can shave a few % off of that figure as the US overestimates sunshine, but still decently over 50%. Spring and fall both feature what feels like especially long stretches of clear days.

Far less than 50% of the possible sunshine hours. I would say more cloudy days.
