Sacramento, no contest.
There's no point in choosing a polar summer that's frequently blanketed with fog/marine layer when you can enjoy clear blue skies and real summer temps just 120 km NE of San Francisco.
San Francisco is a seasonless borehole, but one of its kinks that I kinda like is this seasonal lag, with September and October being the warmest months.

San Francisco, although that summer sunshine in Sacramento is insane! Though I would prefer a more evenly distributed rain pattern (no real summer drought)
