Somewhat surprised that the record low there is below 38C, although I guess it makes sense with the geography. Still though...
Busan too wet in summer and not cold enough in winter.

Busan, milder winters, both are muggy as shit in summer. Rain days are similar in summer so Busans rain is heavier and more exciting.

I choose Qingdao because its spring and summer are less rainy. Iโve actually been there before, in June, and the weather was very comfortable.

Monsoonal hellholes ? No such thing...some of the best climates on the planet !.... A complete change of season which polar foamers froth over in their so called 'subtropical' northern parts of southeastern USA, and the Arctic 'humid continental' heartland climates. The rain falls during the growing season in the Eastern Asian climates....perfect !

Surprised to hear that phrase from you Busan still gets some snow, highs in the 40s are preferable to 30s for me. Especially since Qingdao is so dry, 30s and snowless sucks.
