I abstain, because they're both monsoonal hellholes.
If you're really gonna force me to vote though, Busan wins for the milder winters and warmer springs.
They’re the best you can get in East Asia. The most climatically cursed region on our planet. Cold as fuck for its latitude thanks to that Shitberian high, and when the temps are good in crummer, they're ruined by washout conditions
The best climate in East Asia is also most definitely in Japan, probably the western part of southern Japan.

fairweatherfan I was thinking more like this en.wikipedia.org/wiki/Matsue#Climate still way way way too rainy in summer but at least there's a lot of winter/spring/fall rain too and temps are pretty good. Also I doubt snow ever sticks around long with those temps.
