Tough choice but I'll give an edge to Ushuaia for being cloudy, windy and having a lot of precip days (despite the dry average). Second option would be Puerto Montt for the rainfall.

Barranquilla is on the Caribbean (Atlantic) coast of South America...
Chillan edges out Valparaiso due to having more rain and a steadier rainy season.
