Valdivia. Wuhai's winter is too cold and it's way too dry overall.

I hate both, but I pick Wuhai for having a proper summer. Of course, it has a proper winter too, but Valdivia's winters look truly heinous with all that cold rain and extremely low sunshine. At least Wuhai has a decent summer to look forward to, not the polar lows and lukewarm highs of Valdivia.

As glorious as Wuhai's summers look, Valdivia wins it for lacking horrific dry cold and getting epic mild winter rains.

While the latter has room temperature maximums for only a few months of the year. |

Wuhai has better summers, but Valdivia has less bad winters. I vote the latter, it has better agricultural potential without irrigation
