Kerman for sunnier winters without small diurnal cloudy shit and cooler summers. They're both arid wastelands, so Fresno's extra rain in the season where it doesn't help is a non-factor.

Why wouldn't winter rain help Mid-winter monthly mean minimums below freezing, so majority of plants are dormant and can't actually use the rain. And then in the summer, where evaporation/precipitation ratios are sky high, plants are left with nothing. Makes for an ugly landscape IMO.
