I don't have control over my heat, but it seems around 0 C is when it starts turning on...makes for some bitterly cold indoor temps when it's 0-10 C outside though.

I don't have a set outdoor temperature to turn the heat on at, but it usually coincides with max temps dropping below 50F.

My winter started on October 17, after which I still had several days with highs in the mid and upper 70s. Even I, a cold and snow hater, wouldn't say "winter" properly begins until around Thanksgiving. Average highs in the 20s or 30s, post-7 AM sunrises without DST, and the majority of precipitation falling as snow are what define winter in Wisconsin.
