Tbilisi, Georgia is west of the Caspian Sea. Gyzylarbat, Turkmenistan is east of the Caspian Sea. I'll go with Gyzylarbat, Turkmenistan as it is much colder and more wintry in winter, and also has some proper summers, unlike the anemic summers in Tbilisi.

Narrowly, considering how arid it is and the fact its winters are the colder of the two, but having five months of warm or hot temps (as opposed to three), and seven months of shorts weather on average, is worth it.
