Here are the new normals:
What I consider to be very cloudy here is the Nov-Jan period. February is cloudy as well, but the improvement in sunshine is somewhat noticeable.
Anyway, I'll give Skopje a slight edge over Belgrade (though more precip and warmer summer nights would be appreciated).
