Love me a climate with year-round average highs in the 80s.
Lima is comfortable year-round so I can't really fault it for that, but something still bothers me about the very existence of somewhere at sea level at 12 S that's barely warm enough to be a subtropical climate.

I voted for Chongqing. Lima is rather comfortable, yes, but incredibly boring. Malabo (whose sunshine data doesn’t seem very reliable to me) is too warm year round.

Probably Chongqing.
Considering all of these places are within 30 degrees of the equator I highly doubt any of them will feel like January in Seattle.

Consider that Lima is the same distance from the Equator as Darwin.... must be the most 'out there' anomalous climate on the planet by latitude....
