Probably Chongqing. Considering all of these places are within 30 degrees of the equator I highly doubt any of them will feel like January in Seattle. Chongqing in winter might feel a little like Seattle.

Chongqing since it has a cool season. A summer heat wave might make me regret that, but I never want to live in any of these places anyway, except MAYBE Lima.
