No such thing as eternal spring as spring is defined as a transition season with increasing daylight and temps in between that of winter and summer, not some random temp threshold.
I pick cochabamba, Kunming has better temps but summer is gross and washed out and I doubt it gets many storms with the 30% sunshine

Quite possibly the most comfortable climate in the world. In terms of temperatures, it's like a WI summer year-round.

Cuernavaca easily for the long dry season (with some dry heat) and short but intense wet season.

Cuernavaca, very warm and pleasant. Its wet and dry rainfall pattern is also excellent.

Cuernavaca for the adequate sun, although I'd say it's more of a year round mild summer than spring weather.
Cochabamba comes very close

10-15 degrees is spring. 20+ is summer. At least around here. Seasons are relative, as long as you aren't at the equator or the inner tropics or an extremely cold subpolar/polar climate, you'll have winter, spring, summer and fall.
