I'd prefer the first one as it looks like it gets more snow. If it's gonna be cold all year either way, I'd rather snow than cold rain.

Moderate? These aren't moderate. Both are F climates.
Could I open a ski resort on #1? If I can do that, #1. If not, #2 has a better chance of having a few days of decent weather and would be much easier to live in day to day.
