Mammoth Lakes. Winter is too snowy, and summer is too cool and dry, but at least it's not a desert. And with average highs above 40°F (4°C) all winter, I imagine the snow melts rather fast anyway.
This station on WRCC has an average snow depth of 25 inches in February, 20 in January and March. This past winter was extremely snowy so the snow piled up much higher than that.
NOWData does not have a station there, the closest is LEE VINING which is warmer and drier. That still averages snow cover more often than not in January.
