Those winter temps don't allow growth at more than a snail's pace, even if frost-free. The landscape there looks very arid, equivalent to wet-summer climate with half the annual precipitation.

Latakia for being more moderated (I've always liked it for a Middle Eastern climate). Winters are a bit too wet though.
Qamishli is an ancient hometown of Assyrians (my ethnicity). We surely enjoyed living in climates that had scorching summers.

I like Homs and Latakia equally, but I voted for Homs because it has less votes. I like Latakia for the mildness and rain, but am not a fan of the humidity and small diurnals. I like Homs for the seasonality and temperatures.

Latakia for the warmer summer lows, higher summer dewpoints and milder winters. I don't normally like wet winters but in this case the sunshine and rainday figures don't seem much worse than the drier options.
