For Heathrow it is -5.2c. For a UHI station it would probably be around -1c or -2c, but the data isn't available.

For my data since 2009 the annual lowest temperature of the year is only -6.1°C.

Falsterbo which has the southernmost and mildest station in Sweden, lies in hardiness zone 8b, reasonably close to 9a with the last 29 years having a minimum temperature of -13.2'C. In 1974, Falsterbo failed to dip below -1.6'C! That's completely insane.
1988-2016 the average was -8.22'C and from 1961-2016 the average was 9.35'C
Umeå Airport averaged -24.1'C for 1988-2016, so almost right on the 5b/6a border. The airport is very prone to frost traps though, and I would expect the actual city to be firmly in 6a for that period. The airport was -25.2 for 81-16 though.

It's a rocky peat sink on the ridges of the I Salpausselkä. Suo = myr. en.wikipedia.org/wiki/Salpausselk%C3%A4Good find! I've never knew about that station and its microclimate. The only thing I knew about Konnunsuo is that there's a prison there.

Some average absolute mins for cities across the U.S. I'll put the average lows in January/coldest month and the average variation from average in parenthesis: Bettles, AK: Probably in the -50 F to -60 F range. (-18 F/ 32 to 42 F (?)) Got a more exact figure on Bettles, AK. In the 1950-2017 period, the average absolute min is -55 F (-48 C). I was pretty much right on the money. Lowest extreme in -70 F (-57 C) in 1975, the warmest extreme was -44 F (-42 C) in 2016. w2.weather.gov/climate/xmacis.php?wfo=pafgSo if you spend a year in Bettles, AK, you're pretty much guaranteed for the temperature to drop below -44 F (-42 C) at least once a year.

I only bothered looking up the annual minimum for the 10 last years. So here is the average annual minimum temp last 10 years:
Trondheim Airport Værnes: -16.5C
A few more: Stavanger - Våland (not airport): -6.5C Svalbard Airport / Longyearbyen: -25.2C consider this place is almost at the North Pole
Note: due to missing data for Stavanger -Våland in 2007, I used 2008-2017, so a cold dec 2017 could skew it by a very small margin
Source: Eklima/yr.no. I also compared infoclimat with data from eklima, and there were several years where infoclimat had a less cold low, probably due to missing data in infoclimat for the actual low (as opposed to the hourly readings)

Longyearbyen has a similar average annual low as Des Moines, IA, a place that's 37 degrees further south!

Yeah, it's strange. If the data was based on, say the 1980s, Longyearbyen would be significantly colder. Longyearbyen actually had a positive mean (0.5C) this October.

Problem is the station map doesn't work so if you want any station that's not listed you have to guess your way by typing in random numbers in the end of the address. Most places are numbered alphabetically and are relatively easy to find. I've still not found Holmön though...

I think 1988-2016 is the one that I've used for the 6a. I think the airport's temp was 24'C or something like that. Obviously that's a little biased period since the years prior to that were cold. 1981-2016 was like -25 IIRC and 1961-2016 similar. The airport isn't really representative of the city though when it comes to hardiness, obviously. That's also what I said. That the airport is borderline for that period, the city more firmly 6a, and for 1981 or 1961 to 2016 the airport would be pretty firmly 5b, and the city more borderline 6a (more or less firmly depending on the region).
