South Carolina
Easy peasy. The one without a cold winter almost always wins.

South Carolina one for its mild winters and lack of snow and harsh freezes.

South Carolina has a better mid-October through April; while West Virginia has a better May- mid-October temperature wise. Since precipitation is similar across both climates, and SC is likely a little sunnier; I choose South Carolina (C+ vs C)
