Mexico is easily the best out of these. Actually a really good climate for central Mexico.

La Guajira - rainy and dry seasons, comfortable temps.
Quito is also good
Mexico would take 3rd place - decent temps but too dry

In my opinion:
1.La Guajira, Colombia for year-round mildly warm temps, rainfall variation; but I guess mediocre sunshine (B)
2.Mexico for the good temps and likely sun, but excessive diurnals and lack of much rain (B-)
3.Quito for year-round pleasantly cool temps and fair rainfall, though mediocre sunshine (B-)
4.Dominican Republic for eternal warmth and fair rainfall + sunshine (C)
5.Antioquia, Colombia for warmth, but year-round excessive rain and lack of sun (D+)

Quito, amazing weather year round. La Guajira is solid as well.
