Difficult to answer. The summer temperatures in Kuwait and the rainfall and sunshine hrs in the Colombian city are extreme... However, the temperatures in Quibdó are better.

Kuwait: At least the cool half of the year is great (though obviously too dry), so it gets an E IMO for that disgraceful hot season. Meanwhile, Quibidó gets an F+ for the ludicrous amount of rain year-round (though never extremely hot). At least it is good for the Amazonian wildlife!
