Most of these locations are the site of the lowest temperature recorded in their respective state/territory. The exception is New South Wales, where the lowest temperature was recorded in Charlotte Pass. However, I thought it was unfair to include ski resorts, so I chose Glen Innes instead. It has the lowest temperature I could find in non-alpine NSW. I almost didn't include ACT due to its small size, but Canberra is a well-known frost hollow anyway, so why not? Eyre WA for the warmer winters and agreeably stable temperature range all year round. Nice find (didn't know of it).

Woolbrook is the champ in mainland AU outside of the Alps Climate: Woolbrook has the typical cool winter, mild to warm summer climate of the Northern Tablelands. Although due to the towns location in a deep valley, it records some of the coldest temperatures in the region, and sometimes even in the whole of Australia during the winter months. Woolbrook is fairly sunny, recording 118 clear days on a yearly basis. On 19 June 1994, a temperature of −14.5 °C (5.9 °F) was recorded in the town, the coldest temperature observed anywhere in Australia outside of the Australian Alps.[4]

Here is another cold place in NSW/ACT outside of the Snowy Mountains....has recorded colder mins than Woolbrook. Climate: Due to its much higher elevation, the area has a significantly colder climate than Canberra. Gudgenby is where the record low of –14.6 °C for the Australian Capital Territory was held; this was also the lowest recorded temperature for anywhere in Australia outside of the alpine regions—narrowly outdoing Woolbrook. This is especially significant given the Gudgenby site only had twenty years of temperature record; from 1967 to 1988.

This is a hard battle since a lot of the climates are similar. I had to think for a while on this one.
If I had to come up with a "mild winter" dream climate I would be close to some of these. 10/0C is cold to most people, I know, but it would feel like a mild winter to me. I wanted to choose Eyre just for the impressive records but it's too dry. A 46C range in peak summer, 36 in winter? That's ridiculous to me, ridiculous in a good way.
These are all in the top tier and I could pick any of them based on the number of storms or snow storms or other things that don't show up in climate boxes. Canberra - a bit dry (580mm) Glenn Innes - record high could be hotter (only 37C). WINNEROmeo - cool summer nights (sub-10C) Stanthrope - not as cold in winter as the others (15C high) Comments for the other ones: Alice Springs: Too hot in summer, too dry, but much of the year is comfortable. Lil' weenie: Lacks a warm summer. More sunny than I expected. Yongala: A bit warm in summer, too dry.
Woolbrook - no big flaws. Possibly the best but it's not in the poll. Gudgenby - cool summer nights, but maybe the most snowy of these? Not in the poll.

For me, the order is Stanthrope (for t-storms and temps, B-) = Eyre > Glenn Innes = Canberra = Yongala > Omeo > Alice Springs >>>> Liawenee (simply too cool year-round and drizzly, E+)
