It really depends on the housing, the indoor temps. With good insulation I could live somewhere pretty cold. Body heat, electronics, cooking, etc would be enough to keep it warm indoors. If it's an uninsulated concrete shack then it would be much colder inside. With the housing construction here I start to use heat with mean temps in the 40's, some places were low 40's. That keep indoor temps in the high 50s or low 60s. (high single digits C outside, teens C inside). If space heaters aren't counted as heating, then a few degrees colder is OK. Going off a few comments already Thundershine's lounge looks miserable, that's way too cold. Patagonia in June is also probably very cold too. AJ said Below 55F inside is unpleasant. Below 45F is extremely bad. I agree with that. Ben said a 40F mean. I've lived in apartments where a 40F mean is fine without heat, but my current one is drafty and needs it. 45F, a 55/35 day (13/2C), probably not.

It depends on the insulation of the home. Brisbane looks like it can get coolish at nights (and I thank Greys for confirming that). So I'd probably need a little fan heater there at nights and mornings. So maybe a place like Rockhampton at 23°S? Even Rocky gets chilly at night ( it has an inland, as in 40klm from the coast, location )....I reckon there might be a heater or 3 in the dwellings there.... I live in a place way colder and windier than Rockhampton. It’s either first world era who are too soft or it’s my cro magnon genes that allow me to comfortably survive here.

My living room is coincidentally exactly 45F/7C as of right now.

In 2014 I lived in another flat that only had one radiator in the hall. This was one of the bedroom's temps for that year. July was very "hot" that year.

In 2014 I lived in another flat that only had one radiator in the hall. This was one of the bedroom's temps for that year. July was very "hot" that year. That July indoors is very chilly. That month would be similar to how I keep my room during midwinter.

As others have said, insulation is key. For example, although nights here rarely dip below 5ºC, Australian architecture is not focused on maintaining heat (balconies, verandahs); so it often feels chilly in my house (~14ºC room temperature). My weather-intolerant dad needs the heat at all nights in winter, even when days exceed 20ºC. I could definitely live without a heater, i just need to use a year-round insulator like fiberglass, cellulose, wool and seaweed to increase energy efficiency and save money. However, these insulators have an upper layer of efficiency; so I think the coldest I can deal with is Kunming (thanks to being sunny, at 25ºN, and at 1892 m)

I've lived in my current condo for two winters now and have never used heating, even though the coldest it got outside was down to -16C during the time I lived there.
How? By taking advantage of the heating which spreads from adjacent units. The room temperature never dropped below 18C.

MET that's obscene, here in WI we have a law that states tenants have to be able to keep their apartments heated to at least 67 F (19 C). Keeping your place colder than that should be a personal choice, not due to a lack of adequate heating. In my case, Overpriced Slums Inc has failed to maintain that standard a few times in the time I've lived here; I've seen low to mid 60s several times and I'm on the top floor.

It isn't surprising that I didn't live in "George Mansions" for very long. Where I live now is really well insulated and much warmer.
