I go with the most livable.
The average climate of the unlivable ones is a bit better than expected, though. I gotta thank Kiev for that.

Well, 'most liveable' has a record max of 46.4c and a record min of -45c.... I figured the records would be averaged tooโthen it would be 39.0 c and -18.5 c, that record low is quite lame

I go with the most livable. The average climate of the unlivable ones is a bit better than expected, though. I gotta thank Kiev for that. So without Kiev, the averages for 'least liveable' are 18.0c/28.6c.... very liveable actually !

Take out Kiev's averages, and "least livable" climates' averages (especially in summer) would improve further

Not unlivable at all of course, but 'least livable' without Kiev would have a tiringly long warm season to me: May: 19.0C/30.5C
Jun: 20.4C/31.3C
Jul: 21.3C/31.3C
Ago: 21.5C/31.2C
Sep: 20.4C/30.7C
It doesn't look like very entertaining in terms of variability either, just steady non-extreme humid heat for 4/5 months. As a silver lining, at least it'd have many thunderstorms.

Least liveable = more liveable IMO, at least temperature rise. Though the rainfall and sunshine tilt my vote to Least liveable
