Colombo has no month with a mean max over 32c and annual rainfall of 2500mm with a 'double' monsoonal wet season. Hardly scorching and sunny; more likely warm/humid overcast cloudy for a substantial portion of the year. Nuwara Eliya is 'Oceanic'? mmm dunno about that, its ya quintessential highland subtropical location at 1868m asl and 6.6*N of the equator. They are both damn fine examples of lowland coastal and inland highland tropical climates.

Colombo has over 2500 hours of sunshine, that's more than most of Europe. 2. Rome, Lisbon, San Diego and Anthens are warm climates. Colombo is scorching. 3. Nuwara Eliya fits the definition of an oceanic climate: Coldest month between 0C and 18C, warmest month below 22C and more precipitation than evaporation. It also has the usual features of an oceanic climate: Minimal yearly temperature variation and low sunshine. 4. Nuwara Eliya is 100km away from Colombo in a straight line

"Steamy" is probably a better word. That would equate to a 27 C dewpoint - that's no joke, even if it's "only" 29 C.
Colombo for me. I love the combo of high rainfall and pretty decent sun. Probably gets a decent number of storms, too. And the temps aren't over the top, hottest high is under 32 C.
