Northern Argentina is one of the better subtropical regions IMO. Crazy thunderstorms there.

Neuquén, easily, despite the low annual precipitation. Having been to the three places, I can't believe it's losing the battle to the other two, lol.
I might be further biased because it's by far the nicest city out of them (although the best scenery can be found around Ushuaia, obviously).

Formosa wins IMO just ahead of Neuquen for the lowest seasonal range, great amount of t-storms and acceptable sunshine levels year-round.
Formosa: C
Neuquen: D+
Ushuaia: E-
