Yes they are, apart from Jeju island. Exactly. Seoul averages 35/22 in January, Pyongyang averages 31/14, Hyesan averages 18/-8. Busan is the only place in mainland Korea that stays mild year-round. But it’s a dry cold

Edit: Cuisines famed for their spicy food tend to be from places that have a hot climate, such as India, Thailand and Mexico. Conversely, places far from the Equator aren't exactly known for having a spicy cuisine, such as northern Europe.
Quite obviously, because peppers and chilis (capsaisins) grow exclusively in hot climates. These spices have been traditionally very expensive far from their growing areas.
Not any weirder than the fact that countries far from the equator tend to be better at skiing.

Korea has spicy food and cold winters. The winters in Korea are not cold. The US Marines at the Chosin Reservior in Korea, Dec 1950, beg to differ.....
