What do you consider a "neutral" temperature?
Personally I consider 70F (21.1C) to be my neutral temperature, I could be fine going out in t-shirt and shorts or in sweater and sweatpants either way.

Depends on the time of year. In summer I find the lower/mid 80s ยฐF to be the neutral range, whereas in winter the 60s ยฐF feel neutral. I'll vote between those, which is around 22-25ยฐC.

Growing up I always thought there was something inherently neutral about 70 F (21 C). I usually still say that temperature leans cool as opposed to warm though, so I went with 75 F (24 C).

I do agree with you. From my personal experience and observation, 21ยฐC fits in the most comfortable point regardless of weather condition. (Sunny, cloudy, calm, windy, etc. make an exception when it's extra humid, thatโs why I said โmostโ)

I also think 21C is the most neutral temperature.

20ยฐC. Can't go wrong with that. I'm comfortable in that with two layers on top and pants or even just a T-shirt and underwear.

For room temperature, anything between 74-84F (24-29C) feels neutral. For outdoor temperature, can't go wrong between 65 and 80F (18 and 27C).

65ยบF is the epitome of mild and most neutral to me. This also makes sense, it's just one degree from the average annual temp here, so it's what I'm acclimated to.

67-71ยฐF is probably the closest you would get to a neutral temperature, although for me, it can range as low as 43ยฐF and as high as 85ยฐF, but I think excessive heat is disgusting. Also depends on what you're wearing
