South Africa
I was considering Arizona, but South Africa is just comfortable year-round, with good rainfall and sunshine hours to boot, and a record low above freezing.

No contest- South Africa bombs the rest, with 8 months of mild to warm, relatively sunny and dry weather. Even though its summers are hot and humid; they are nothing intolerable- and the thunderstorms would be nice.
