BC very easily.
BUT, due to the terrain/elevation differences, Phoenix, BC is much different from Grand Forks, which is warmer and drier than Phoenix's location.
Grand Forks is just under 600m asl. Phoenix is around 1400m asl. Completely different vegegation too.

I'll choose the South Africa one for the warmer winters with higher minimum extremes, but still wetter than I like

Depends on how much of that precipitation in Durban is thunderstorms. If they get at least 40-50 thunderstorms, it’s the best.
If not, then BC. October-February suck too much there for it too win if Durban gets good storms

The South African one really is the only sensible option. Comfort all year round and moderate rainfall, though not enough cool rain and too much warm rain.

BC even with the higher elevation. Durban is a good comfortable climate too. The one in Arizona is far too hot and dry for my taste.

No newer data from Durban? 61-90 from an Airport station and 91-20 from an urban/big UHI station could easily be 2°C apart.

Pathetic. From what I see, East London is the closest station with new data. The annual mean went from 18.2C (61-90) to 19.0C (91-20), while the average precipitation went from 921 mm (61-90) to 822 mm (91-20).
