Santa Victoria Este. Didn't even have to look at the data. Northern Argentina has amazing climates.

Tolhuin. I’ve been there during winter once and I loved it.

Santa Victoria Este for not being, I don't know, tundra-like? You can at least grow plants here all year round and enjoy gardening, even though the terrible heat will be a hindrance!

Both have many flaws, but Santa Victoria Este earns my vote. Nice winters (although dry), many summer thunderstorms and likely better sunshine is what I like; even though the location is too warm year-round.

I don't like either one but I'll pick Tolhuin since I can handle cool weather better than heat. I would miss summer.
