These areas were proposed to be the Jewish states before modern Israel came into being in 1948. It should be noted that some of these don't have climate stations, so I chose the nearby weather stations. Larnaca easily for the semiaridity and best temps, but Antanarivo and Kampala are surprisingly tolerable. Elevation helps.
The funny thing is that few of these places have a similar climate to places Jews live. Larnaca would obviously feel pretty similar to Israel and for Jews fleeing North Africa and the Middle East, and Buffalo may as well be a wetter Poland/Ukraine. But the rest are just super foreign.

The first four are really bad but the last three are good. I choose Kampala for the perpetually pleasant temps and 242 thunder days per year (said to be the world record holder).
