Both Osijek and Rovinj are good. I guess that Osijek would be slightly warmer if it had a 1991-2020 POR, with all months being above 0C and having a more decent summer. I bet on that, so I picked Osijek.
I've just checked the Croatian Weather Service webpage, and they only offer normals up to the 1971-2000 period, and they only sent to the WMO the updated 91-20 normals of Zagreb and Split. Lazy people...

Lazy bastards, their excuse is they have only 8 (or less) climatologists, so they can't compose the maps/normals that easily - yeah right, as if you didn't have enough time for more than 3 years. As for the climates here, I'd usually pick Dubrovnik for the best summers and T-storms, but I'll choose Rovinj just for some change.

I like Dubrovnik too but I think I would prefer Rovinj's current normals, assuming it warmed up slightly.

Dubronvik for the win! Though I would prefer summers in Rovinji, as I want the cooler nights (15-18ΒΊC) to reduce AC usage.

Dubrovnik is the best by far, mostly due to winter sun and probably better air quality. Most of the Balkans have bad air quality and fog in winter.
