B. Tokyo has four distinct, and balanced in my opinion, seasons and interesting, changeable weather all year. The summers and winters aren't exactly ideal, and it's a little too cloudy and wet, but I have no major complaints.

C+, temps are pretty good and the spring rains are nice. Too much seasonal lag though, and those crummers are horrifically cloudy and rainy.

Apr-Oct is too wet, warmer months are too cloudy.
Temperatures are decent nonetheless.

C. Uncomfortable between JUN to SEP, raining literally all day is not uncommon. Other than that it's quite pleasant in the rest of the months.
