What are the largest cities that have an A or F climate from you? Or E if you rarely give F's. Perhaps multiple bad climates, like ones that are too hot, cold, wet, dry, cloudy, or whatever's relevant to you. Would be interesting to see if many people (incentivized or not) choose to live in a climate you consider terrible, as well as if there's any big cities in climates you really like.
For me I think it goes
A: Buenos Aires
E: Moscow E (on the hot end): Khartoum
F: Dubai F (on the cold end): Ulaanbaatar
though it's hard to rate the bad climates because they're so far outside my experiences.

Using this source for populations (UN 2018)
A-: Moscow is an A- climate and a very large city at 12 million. Toronto is a borderline A- but the Annex station for 1991-2020 is too mild in winter. 6 million.
A: Montreal looks to be the largest A, a bit under 2 million. Russia has a few cities over 1 million population, but not quite as large as Montreal.
F: Hot deserts and some tropical climates get F's from me. I would also give an F to Khartoum and Dubai.
Manila has a "coldest" monthly mean of 26.9C and 13 million people. Awful. Bangkok is worse but it's not quite as large - 10 million. Jakarta is also around 10 million. Chennai also has about 10 million. The "best" month is a little nicer in Chennai, but the build-up season is nasty. May averages 37/28C
E is pretty close to an F in my rating scale. Here are a few that could go either way. Mumbai is a borderline F but the monsoon is impressive. 20 million.
Lagos is another hot tropical climate. 13 million.
Cairo is a dry desert with hot summers. But it's not terribly hot so I can't give it an F. 20 million. Karachi is only slightly better than Cairo. 15 million.
Honorable mentions:
Chongqing has 15 million people and under 1000 sunshine hours. Not quite an E climate to me but it is a huge city that could be on someone else's list. Lima is awfully boring, but compared to these other cities, maybe boring is not so bad. 10 million.
No large city is cold enough to get an E/F rating from me.
Edit: La Paz is borderline Tundra, it might be an E climate. But afternoon temps are mild all year, so it's not too bad. Population around 800k. Norilsk is probably the largest "bad" cold climate. It's worse than Yakutsk to me. Population is 180k.

Mumbai gets an F+. There’s certainly worse climates but it’s still too bad for an E. Lugano, Switzerland gets a weak A-, it has 63k people. Locarno is smaller. Some places in Italy might be larger but with no swowfall data it’s hard to say if they even qualify as As. Manali, India is an A but only 8k. In the US, there’s nowhere bigger either. Can’t think of where else might get an A off the top of my head

**Nothing above an A- IMO** A-: Sydney (loses points for barely acceptable summer sunshine)
E+ (hot end): Mumbai (gains points for having a SH mediterranean summer and great storms) E+ (cold end): St. Petersburg (gains points for having May-August)
F+ (hot end): Dubai F+ (cold end): Norlisk

Anywhere that is warm tropical A rating ie coats, gloves leggings not required. Anywhere with 3 months of snow ice, freezing is an F rating ie coats, gloves, leggings required. Pretty simple really....
