Priest Rapids Dam for the best temps. Ideally, I'd like Quinalt winters and Priest Rapids Dam summers though, that'd be awesome.

Whidbey Island, warmest climate that isn't dry Whidbey Island has half the rainfall of Seattle lol. (Winters are ever so slightly warmer than Seatac per the 1991-2020 normals.) But yeah, it isn't all that dry by California standards.
