10c - 15c and showery 'coldies' blowing in from Bass Straight ( when I lived in Victoria )
Extreme bushfire conditions, low/mid 30c's, Dp's around zero, gusty south easterlies blowing to 60klm/h.... for days on end in the Top End.

Depends on the climate.
Around Seattle it's 5c and overcast with light rain.
Here, I wouldn't call any weather depressing, but I rarely look forward to 20c lukewarm temps with blue dome skies.
I imagine extreme heat or cold is also depressing for places that get them on a consistent basis.

For here, probably 5-10C and overcast.
At least with rain it's somewhat interesting. Checking my rain gauge, for example, is exciting.

Overall, 5 to 10C and overcast.
However, I find 15C overcast weather in summer to be even more depressing, as it doesn't fit the vibe of that season.

In terms of weather I know, >40°C with >30°C DP, sunny and calm winds. It's boring and exhausting for the body.
I didn't try extreme continental and subarctic cold, but I'm 100% sure it would be even more depressing than the above mentioned extreme heat.
