As the thread title sounds, in no particular order. Except for Mokhotlong which is a B+, these are all A grade climates.

Africa: Mokhotlong, Lesotho

Oceania: Armidale, NSW

South America: Tres Arroyos, Argentina

North America*: Portal, Arizona

Europe: Maubourguet, France

Asia: Manali, India

*, the three best climates in North America are uninhabited so I included this for fairness

Maubourguet gets 25-30 storms, Tres Arroyos 30-35, and Armidale 35-40 for comparison. The others get a lot more.

Maubourguet has the best temps but loses points for the dry summers and least storms, same with Tres Arroyos. Portal is too dry and hot in early summer. Manali gets more storms and snow than Armidale so it is my choice.

Tres Arroyos... Armidale is sorta ok, but is a very frosty place... the city itself is deep in a valley and is a renowned frost hollow. The Airport site is up on a high plateau south of the town site and doesn't record such severe frosts
