Your challenge is to find much hotter places with colder record lows I'll start! Røst: Las Vegas -13°C (8.6°F) Sochi -13.4°C (7.9°F) Jacksonville -14°C (6.8°F) Rimini -17.2°C (1.0°F) Seattle -18°C (-0.4°F) Tromsø: Austin -19°C (-2.2°F) Athens, GA -20°C (-4°F) Atlanta -23°C (-9.4°F) Tbilsi -24.4°C (-11.9°F) Can you find other interesting places with winters above freezing at low latitudes with colder record highs than those arctic places?

I think the record low in Laredo, TX (or somewhere around there) is like 9F which would be colder than Rost at 26*N

Jacksonville, FL (-14 C), Gainesville, FL (-14 C), Savannah, GA (-16 C), Mobile, AL (-18 C) are all places with colder record lows than Rost at 67 N, and these are all places at 29.5 to 32 N! Another interesting tidbit, Verkhoynask has a record low a full-blown 100 F (56 C) colder than Rost at the same latitude.

What about maritime hinterland pleasant Nantes:
-15.6°C (-3.9°F)
Granted, 47°N but a solid 9°/3° winter near the similar ocean as Røst is albeit farther from the "proper" Gulf Stream of course!
Bordeaux beneath 45°N only a little bit farther from the open sea (10°/3° normals):
-16.4°C (2.5°F)

Chihuahua City, MX at 28N has a record low of -18C which is the same as Tromso and much higher than Rost. Granted it's somewhat elevated but still impressive for the latitude.
