Mecca because the other shithole has mean annual temp below freezing, months of hellish dry cold, can literally get snow in all months and is presumably covered in the shit for months in a row and lacks any semblance of warmth. Did I mention that it is worse than Mecca? Well, yeah no shit it is.

Nagqu.
It would require some time to adjust to the high altitude, and temps are awful, but the greenery of the environment doesn't lie: 470 mm >>> 105 mm.
Strong sunshine would partially make up for the low temperatures, too.
Mecca has no redeeming qualities.

I guess Mecca. I just don't think I could stand cold for that long, and while I don't like extreme heat, I tolerate it a little better. Plus the extreme elevation of Nagqu is terrible.
That said, fuck them both. F climates
